Access Denied !


Vehicle access to a stretch of council owned land at the rear of homes in the towns West View is set to be blocked off under proposals that will go before a council committee next week.

Vehicle access to council owned land at the rear of a row of properties in the towns West View is set to be permanently blocked following consultation with local residents.

The stretch of land behind properties 166-294 West View Road is set to see vehicle access blocked following complaints from councillors & the local community over the significant level of fly tiping & deliberate fires occurring on the land.

Council Officers documented numerous fly tipping incidents on the stretch of council owned land, most had been burned causing further damage & risk to neighbouring properties.


According to reports set to go before the councils Neighbourhood Services Committie next week, its claimed the land has seen a number of significant fly tipping incidents which has resulted in the fire brigade being called when rubbish has then been subsequently set on fire & leading to the threat of damaging neighbouring properties.


The fly tipping incidents, mainly consisting of household waste led to the local council installing CCTV cameras in a bid to catch the purpetrators however its caimed the ove was unsuccessful, with council officers then in consulation with local residents leading to proposals being put forward to permanently block vehicle access to the stretch of council owned land in a bid to ensure that incidents of fly tipping are stopped.

Its claimed 34 properties were consulted on the proposals which will see heavy duty bollerds installed at the enterance of the land of which the council received 11 responses, eight in favour of the closure of the land to vehicles & three who opposed the move following claims the blockingof the access to the rear of the properties would remove local residents access to their garage to the rear of the properties.


In response to the objections noted, its claimed that any agreement by the council to allow local residents access to the rear of the properties situated where the proposals will effect was “informal” & that no legal agreement by the council had been agreed for vehicle access to any local resident to be undertaken on the land itself with claims by the council that the vast majority of garages situated at the rear of some of the properties had been disused for a considerable amount of time.

The permanent blocking of vehicle access to land at the rear of Bruntoft Avenue was proposed some three years ago, but was reportedly shelved following a lack of public support.


Similar proposlas were mulled over some three years ago to a piece of land the council reportedly owned at the rear of the towns Bruntoft Avenue also in West View, where efforts by the council to restrict vehicle access following a number of incidents of Anti Social Behaviour, Fly Tipping & Fires led to the council considering similar measures in order to ensure that the stretches of land didn’t become fly tipping 'hot spots', however its claimed that the proposals were soon shelved by the council following a lack of public support following consultation, leaving the site open & liable to further fly tipping incidents.


Council officers did stress that although they are proposing that all vehicles be blocked from access to the land at West View Rd , pedestrian access will still be available & that the bollards set to be installed can be removed for the access to emergancy vehicles if required.


Councilors are set to agree the proposals for the closure of access to the rear of West View Rd on council owned land when the plans go to the councils Neighbourhood Services Comittie on the 13th March 2023 at the Civic Centre
